I think the EMMS program you mentioned is possibly the so-called Erasmus Mundus program that the EU has been promoting for a few years. Here is their website: http://ec.europa.eu/education/programmes/mundus/index_en.html
If you go under "opportunities for students", there is a link leading to a list of Master's programs that they offer. There are a few programs related to materials science, such as the FAME program, but there are also other more specialized programs dealing with nanoscience and large scale facilities, for example. This programs are held in different countries in the EU, and vary from one course to another. The good thing is, there is financial support from the EU and the universities! The tuition fee also differ, so the actual amount you receive can vary a great deal. It may be helpful to look through the website of the programs you are interested in. Keep an eye out for the application deadline, as they may be earlier than normal courses offered in Germany.
I am currently studying Materials Science in an international Master's program in Germany, which is a partnership between three universities. The course is taught in English, and there is no scholarship. I also have a few friends that transfered into the Erasmus Mundus program, so I can ask for more information.
